Who I Am

I'm Neal Vance. I work in public transit compliance at the West Virginia Department of Transportation, and I'm the founder of Solutions by Vance, LLC.

Every day, I work with FTA regulations, Triennial Reviews, ADA equivalency monitoring, procurement procedures, and the dozens of compliance requirements that keep federal transit funding flowing. I've been on the agency side of the table — and I know what it's like to try to make sense of a 200-page regulation with a limited staff and a tight budget.

That's why I started Solutions by Vance: to take what I've learned and make it accessible to the transit agencies that need it most.

The Mission

Help small transit agencies stay audit-ready without hiring expensive consultants.

Most transit compliance resources fall into one of two categories: expensive consultant reports that sit on a shelf, or dense federal regulations that nobody has time to read. I'm building something in between — practical, plain-English guides and tools that a transit manager can actually use on a Tuesday morning.

Why This Matters

Transit agencies in rural areas and small cities depend on FTA funding to keep their buses running. One bad Triennial Review finding can put that funding at risk. But most small agencies don't have a dedicated compliance officer — they have a manager who's already wearing six other hats.

I've seen agencies get findings they could have easily prevented. I've seen consultants charge $10,000 for a report that could have been a 10-page checklist. I've seen good people get frustrated by a system that seems designed to be confusing.
